Car prices in Rwanda surprise many first time buyers. A car that sells for a modest sum in Japan or Dubai can cost twice as much on the road in Kigali. This 2026 guide explains why: the tax structure, how the age of a car changes its value, what popular models typically cost, and how to build a realistic budget that includes the costs that come after you buy. Use the figures as planning ranges, not quotes. Prices change with exchange rates, shipping costs and tax rules, so check current offers before you commit.
Why cars cost what they do in Rwanda
Almost every car on Rwanda's roads is imported, mostly used from Japan, the UK, the United Arab Emirates and South Africa. Each car's final price is built from layers:
- The purchase price in the source market.
- Shipping to Dar es Salaam or Mombasa, then road transport inland to Kigali.
- Taxes charged by the Rwanda Revenue Authority (RRA) at import.
- Clearing, registration and plates.
- The seller's margin, whether a dealer in Kigali or a private owner who imported earlier.
Rwanda also registers only left-hand drive cars for ordinary private use, which rules out many of the right-hand drive cars sold in Japan and the UK. That narrows supply and supports prices.

The 2026 tax structure for imported cars
These are the main taxes on a typical imported passenger car, as published by RRA, the US Commercial Service and Rwanda's 2025 tax laws.
| Tax | Rate | Basis (simplified) |
|---|---|---|
| Import duty | 25% | On the customs value (CIF) under the EAC Common External Tariff |
| Excise duty, engine under 1,500 cc | 5% | Law No. 011/2025 |
| Excise duty, 1,500 to 2,500 cc | 10% | Law No. 011/2025 |
| Excise duty, over 2,500 cc | 15% | Law No. 011/2025 |
| Excise duty, hybrids | 5% if 3 years old or newer, 10% if 3 to 8 years, 15% if older | Based on age, not engine size |
| VAT | 18% | On the value including duty and excise |
| Withholding tax | 5% | On the customs value |
| Fully electric vehicles | 0% import duty, VAT exempt | Until 30 June 2028 |
Two changes from 2025 matter for 2026 buyers. First, hybrids lost the exemptions they had enjoyed since 2021 and now pay VAT, withholding tax and age based excise. Second, an annual road maintenance levy now applies to every vehicle: RWF 50,000 for a car or jeep, RWF 100,000 for pick-ups and minibuses, payable by 31 December each year.
Depreciation and a worked tax example
How depreciation sets the customs value
For used cars, RRA does not simply accept the invoice. It starts from the vehicle's value when new and applies the EAC depreciation schedule according to age:
| Age of the car | Depreciation applied |
|---|---|
| 1 to 2 years | 20% |
| 2 to 3 years | 30% |
| 3 to 4 years | 40% |
| 4 to 5 years | 50% |
| 5 to 6 years | 55% |
| 6 to 7 years | 60% |
| 7 to 8 years | 65% |
| 8 to 9 years | 70% |
| 9 to 10 years | 75% |
| Over 10 years | 80% |
Rwanda has no fixed age limit on used car imports, so an older car gets a lower customs value and therefore pays less tax in absolute terms. The trade off is higher running costs and a weaker resale price.
A simplified tax example
To show how the layers stack, take a used petrol car with a 1,800 cc engine and a customs value of RWF 8,000,000. This is an illustration using the rates above, not an RRA assessment. Actual bills can include further fees and are calculated by RRA.
| Item | Calculation | Amount (RWF) |
|---|---|---|
| Customs value | 8,000,000 | |
| Import duty | 25% of 8,000,000 | 2,000,000 |
| Excise duty | 10% of 10,000,000 | 1,000,000 |
| VAT | 18% of 11,000,000 | 1,980,000 |
| Withholding tax | 5% of 8,000,000 | 400,000 |
| Taxes in total | 5,380,000 | |
| Cost before clearing, registration and margin | 13,380,000 |
In this example, taxes add about two thirds to the customs value. A 2,500 cc plus engine would pay 15% excise instead of 10%, which pushes the total higher still.
Typical price bands for popular models in 2026
The bands
The bands below come from AfroTools' Rwanda planning data (2026). They describe typical foreign used cars with average mileage, not dealer quotes.
| Model and year | Typical band (RWF) | What drives the price |
|---|---|---|
| Toyota Vitz / Yaris, 2015 | 5.2M to 9.0M | Small engine, low excise, popular first car |
| Toyota Axio, 2018 | 9.0M to 13.6M | Reliable saloon, hybrid versions common |
| Toyota Axio, 2019 | 9.9M to 14.3M | Newer, lower mileage |
| Toyota Corolla, 2018 | 10.1M to 14.7M | Strong demand, easy resale |
| Honda CR-V, 2016 | 11.9M to 18.4M | Family SUV, fewer parts outlets than Toyota |
| Toyota Noah / Voxy, 2018 | 17.2M to 25.9M | Seven or eight seats, school runs and small business |
| Toyota Land Cruiser Prado, 2016 | 36.4M to 62.7M | 2.7 or 3.0 litre engine, 15% excise, holds value |
| Toyota Land Cruiser Prado, 2020 | 55.4M to 90.3M | Newer, top of the market |
Model by model: what moves the price
- Toyota Vitz, Starlet and other small hatchbacks. Engines under 1,500 cc attract the lowest excise rate, which keeps them affordable. Check rust and gearbox condition on older imports.
- Corolla, Axio and Premio. The backbone of Kigali's used market. Parts are everywhere and mechanics know them well, so resale is easy. Hybrid Axios use less fuel, a real gain with petrol at RWF 2,938 per litre.
- RAV4 and other compact SUVs. Engines usually sit in the 1,500 to 2,500 cc band at 10% excise. Demand from families keeps prices firm.
- Noah, Voxy and minivans. Priced on seats as much as age. Hybrid versions are common and now taxed by age.
- Prado, Land Cruiser and Fortuner. Large engines pay 15% excise, and strong demand from NGOs, tour operators and upcountry users keeps resale values high. Fuel is the main running cost.
- Electric cars. Duty and VAT free until mid 2028, but check charging options at home and on your regular routes.
Other factors in 2026
- Exchange rate. Imports are priced in dollars or yen. A weaker franc raises local prices.
- Fuel prices. Petrol and diesel caps rose sharply in 2026, from RWF 1,989 per litre of petrol in March 2026 to RWF 2,938 from April. Buyers now pay more for economical cars.
- Mileage and history. Low mileage with service records sits at the top of each band.
- Where it came from. Cars with a verifiable auction record or service history are easier to value and resell than cars with an unknown past.
Budgeting for your car
Use this checklist to build a full budget, not just the sticker price:
- [ ] Purchase price, including dealer or import costs.
- [ ] Ownership transfer fee: RWF 60,000 through RRA for a used car bought locally.
- [ ] Compulsory third party insurance, or comprehensive cover. Ask insurers for quotes.
- [ ] Annual road maintenance levy: RWF 50,000 for a car or jeep.
- [ ] Yearly technical inspection and emissions test, booked through Irembo.
- [ ] First service and any parts the inspection flags, such as tyres or brake pads.
- [ ] Monthly fuel, based on your daily distance and the current RURA price.
- [ ] A reserve of at least a few hundred thousand francs for the unexpected.
Buying locally or importing, and getting a fair price
Buying locally versus importing yourself
Buying a car that is already in Rwanda means you can see it, test drive it and have it inspected before you pay, and the import taxes are already settled. Importing yourself can save the dealer's margin, but you buy from photos and an auction report, carry the exchange rate risk while the car travels, and pay every tax on arrival. Shipping to Dar es Salaam or Mombasa and the road leg to Kigali can take weeks, and any damage found on arrival is hard to recover.
A simple rule: get the full landed cost of an import, including taxes, clearing, transport, registration and a reserve for repairs, then compare it with three local offers for the same model, year and mileage. If the gap is small, the local car usually wins because you have seen it.
Thinking about resale
The car you buy today is the car you sell in a few years. Popular Toyotas such as the Corolla, Axio, RAV4 and Prado are easy to resell in Kigali because buyers know parts are available. Unusual models, very large engines and cars with gaps in their history take longer to sell and usually sell for less. Keep every service receipt and the inspection certificates: they are the evidence a future buyer will ask for.
How to get a fair price
- Fix your budget first, including every item in the checklist.
- Compare at least three offers for the same model, year and mileage.
- Inspect before paying. A pre-purchase inspection at a garage costs little against the risk. See car repair in Kigali.
- Check the documents: the RRA tracking code from the seller, no tax arrears and no caveats on the vehicle.
- Negotiate with evidence, using comparable listings and the inspection report.

Frequently asked questions
Why are cars expensive in Rwanda?
Almost every car is imported, and Rwanda is landlocked, so the price includes shipping and inland transport plus import duty of 25%, excise duty of 5% to 15% depending on engine size, 18% VAT and 5% withholding tax. Together these taxes can add well over half the car's customs value before dealer margins.
How much is a used Toyota Corolla in Rwanda?
As a planning guide, a 2018 Toyota Corolla is typically listed between about RWF 10.1 million and RWF 14.7 million, and a 2018 Toyota Axio between about RWF 9.0 million and RWF 13.6 million. Mileage, condition and the source market move a car within that range.
Are hybrid cars cheaper to buy in Rwanda?
Not as much as before. Since May 2025 hybrids pay VAT, withholding tax and excise duty based on age: 5% if three years old or newer, 10% up to eight years, 15% above that. They still pay less excise than many petrol cars of similar size, and they use less fuel.
Do electric cars pay import tax in Rwanda?
Fully electric vehicles are exempt from import duty and from VAT until 30 June 2028, along with their batteries and charging stations. That makes EVs relatively cheaper to import than petrol cars of similar value, though charging access outside Kigali is still limited.
Is it cheaper to import a car myself?
Sometimes, but you take on the risk of buying unseen, plus shipping, clearance, taxes and registration. Compare the full landed cost with local offers for the same model and year. A local car you can inspect and test drive often wins once every cost is counted.
What yearly costs come with owning a car in Rwanda?
Budget for compulsory third party insurance, the annual road maintenance levy of RWF 50,000 for cars and jeeps, a yearly technical inspection and emissions test for private vehicles, servicing, tyres and fuel. As of October 2026, petrol is capped at RWF 2,938 per litre.
How does the age of a car affect its tax?
RRA values used cars with the EAC depreciation schedule, starting at 20% off the new value for a car one to two years old and reaching 80% off for cars over ten years old. Older cars therefore have a lower customs value, so the percentage taxes produce a smaller amount.
